There's been a few. Nick Van Exel, Rashard Lewis and Gilbert Arenas all went in the second round, Peja and Manu were both second round picks out of Europe I think, and Tony Parker at 28 is a great pick. Ben Wallace was undrafted, that's as big a steal as you'll find. In 5 years we'll be talking about Josh Howard at 29, too.
When you talk about trades- one comes to mind in the last decade. I'm talking about Chris Webber for Mitch Richmond. This trade helped revitalize a sorry Kings franchise as they built it around Webber. The Wizards, on the other hand, got an aging player who didn't do much for them. This was a bad trade for them any way you look at it. You just don't trade young for old, big for small. The Kings are at the top of the league with one of its best teams, and it all started with this trade.
Off the top of my head the trade of the decade would be Chris Webber going to Sacramento in exchange for Mitch Richmond going to Washington. Mitch's career spiraled downhill soon after that while Webber went on to revive the Kings franchise. Los Angeles trading Vlade Divac for Charlotte's 13th pick of 1996 was big as well. That draft pick, of course, was Kobe Bryant.

Sacramento wanted Kobe, but they got themselves a pretty good consolation prize. i think the guys in the earlier post covered the steals pretty well...
Brad Miller is another good one, I believe he went undrafted. Kobe for Vlade is a steal for the Lakers of course, and one could argue that Wallace and Atkins for Grant Hill was a steal for the Pistons as well.
Carlos Bozzer is the biggest draft steal in many years! He went out in SECOND ROUND and is one of the best powerforwards in the NBA right now! No doubt about that!

He is a good young PF, but being one of the best means being Top 10 IMO, and he isnt Top 10. Next.

Zach Randrolph. This guy is a beast, and already a star. He's already one of the game's top powerforwards, and was drafted at pick 19.
My main one was Manu Ginobili. He went underrated for the majority of the season last year until the Spurs hit the playoffs, were he began to build upon his talent and made bigger plays (a la, 180 one handed lefty jam...). And of course, Arenas. He definiely came out big at the start of the season. He seems to get better as his ego grows. Tis a shame he's hurt now.
Nobody has mentioned Amare Stoudemire? How he went ninth I'll never know... Then there's Earl Boykins.... Flip Murray, etc.
Amare can't really be considered a "steal" at 9 when superior bigmen have gone lower, e.g. JO going #17 in '96 and Randolph as #19 in '01.
Stockton and Malone are definately steals as well. One of the best trades is when the bulls aquired Scottie Pippen for Olden Polynice and some low draft picks.

Chris Webber is not a Hall of Famer, and Richmond at the time was still considered an all star player. Look back at the Pippen for Polynice trade, and it's almost laughable.
