I doubt he'll still come back, if he says it himself that he's done, I think he's done. Rather if it's a injury list type injury or not, I think it's best for him to just sit it out, if he's feeling that much pain, especially since the Wizards aren't going anywhere this year. Will also give an open spot for the young guys to get more playing time.
Yea they're saying that they didn't agree that he was done so he can't just go out without consulting them. I want him to go though, it will give Hayes a chance to play and also more time for the other young players like PnG has said.
Besides, it's Arenas' team now and if he feels that something's wrong, he better rest it for next season.
