At least according to the latest Insider. This is bad news for the Detroit Pistons for example who are saying that they want to resign Okur and Wallace. Phoenix could still offer Kobe the max once they unload White in the expansion draft but their flexibility beyond that would be very limited.
I don't like this idea. The cap is a good thing, but when it is ttoo restrictive, I think it ruins it for alot of teams andthe fans.
