If Ed Stefanski is the GM, how come President Rod Thorn gets the credit for various trades and signings?

Stefanski is titled the GM, but both he and Thorn agreed to have different resposibilities. I do not know the exact details of what they agreed to, but it seems to me that Thorn is in charge of getting freeagents and conducting trades, while Stephanski is still in charge of scouting rookies and working the waivers.

Remeber when Kidd needed to get resigned, Stefanski was offered a GM job at portland. Thorn could not afford to lose him, so he agreed to promote him to GM.
