His current season isn't an indication of whether he used to play at a near all-star level. He's 31 and while he presumably still has some good years left in him, it's quite possible his best years are behind him.

Do you actually think that he wasn't "near all-star level" during any of the ten years that he's put up over 20ppg?

    I don't.
How many all-star votes has he received? I'm guessing not many...
He was an average level starter. Maybe slightly better than average... but not 'near all star' level.

There are 150 'starters' in the NBA (although the number is not necessarily accurate because of injuries). Ranking them 1-150, an 'average' player would be ranked between 60-90 (75 +/- 15 spots). The best version of CJ was hovering around that 50-65 range in the NBA. Not a top 25-player required to be an all-star.

Except that's not true. He was twice ranked in the low-30s or better.

Grant & Simons are averaging over 20 points a game this season. They are nowhere near all-star level

probably the closest CJ came was 2016-17. That was an outlier season in terms of his efficiency; the best of his career

that was the season that Westbrook averaged a triple-double and was named MVP; Harden racked up a bunch of triple-doubles and led the NBA in assists; Dame averaged 27-6-5; Curry and Klay led the Warriors to 67 wins and the title; CP3 was leading the Clippers; Jrue Holiday was in his prime in New Orleans; Devin Booker was coming into his own; Gordon Hayward averaged 22 for a 51 win team. Bledsoe & Conley both averaged 21 & 6 that season and actually played defense. Maybe CJ was 8th best guard, maybe not.

the best other season CJ had was 2020-21, but he was injured and had only played 13 games by the all-star break. But 'ahead' of him were Curry, Dame, Doncic, Klay, Booker, Mitchell, Fox, SGA, PG13, & DeRozan. At least 8 of those guys were better

"near" all-star to me means a player would be either the 1st or 2nd alternate in case of injury. I don't think CJ has ever been in that realm
