Give the landlord 1 week to solve the problem. If that doesn't work try Plan B. Start calling the police everytime they yell at their kids. Call the police about the water thing every time they violate the ordinance. Your city should have a neighborhood nuisance line. Call and report them for the diapers. Call, report, complain. Do it every time there is an opportunity. Sooner or later they will get the message.
Might want to re-write parts of the letter a tad, make it sound more professional. Torrance..poor man.

I've since moved but had a similar problem before. The first night we stayed there I woke up to "FUCKING ****!" being screamed amongst other things, and our shared yard was not worth using, they were some nasty fuckers. Offer to watch the kids for the afternoon and get them all Mike Tyson tattoos. Shit on their front porch. Expose yourself to their kids. And give them drugs. During College I lived in a place that had similar neighbors. I found out that going to the people directly doesn't really work and can make it worse. The worst ones by far are the migrant (literally) Mexicans with their ten kids. No obedience, MESSY, and rude. They drank to make things worse. The mother and her adult kids partying together. It was a sight to behold.
Does the owner of the building live there also? If he doesn't offer to manage the building for $100 a month, evict the annoying neighbors and quit the manager job the next month.
