The book is written by a conservative, but from what the review talks about, the book is downright fair. No throwing of firebombs or name calling or anything like that. "Obama is a conventional liberal, or better yet a progressive" vs. "Obama is a socialist, subversive, etc." It looks rather scholarly. I don't see it as unflattering in the least toward progressivism, though you might not like the ultimate conclusion. It may also give you some historical perspective on some of the things you hear from left-leaning politicians and repeated by the media. In other words, why you think what you do had origins with some political philosopher. Why is health care a "right" to progressives but not to anyone else? That is the kind of question that is answered by this sort of analysis.
