I agree that it's a good article. I think the conclusions are reasonable. I don't know if all drugs should be legalized...drugs that change people's behaviour beyond most people's ability to control would be difficult to justify legalizing. But drugs like marijuana or LSD aren't any more dangerous (to the user or others) than alcohol and less dangerous (both to user and others) than cigarettes.
I would agree with minstrel. more regulation on the stuff. tax it and if you take away what the hippies call "safe" then i don't think they would have as much problem with cops. I don't think anyone, anymore, thinks heroin or meth is okay. These harder drugs, most would say should never be legal.
