I am at an express bus stop in downtown Seattle. There are 30 people waiting on 2nd and Columbia. I was there for maybe 10 minutes. There is a fare inspector nearby. Dude lit up 3 j's and no one said shit. Dude was smoking before I got there and smoking after I got on my bus. Those were some tightly wrapped joints.

I have seen it before at busstops, but not downtown at an express stop and not chainsmoking. But to answer your question, probably not.
I was walking to class on a U. of California campus in the early 70s when a student, crossing my path, asked me for directions. I told him and chuckled at the joint he was smoking. He laughed and said, "You shouldn't do without," shared a toke, then went on his way.
Dude, I'm an accountant. And I can't even begin to count the number of times I've been waiting to catch the bus in Portland, and people pull out pipes and are smoking pot. Nothing new. Nothing to see here. Granted, maybe they're a little less obvious. But not much.
