Buffalo Bills general manager Marv Levy might be limited in the knowledge of the collective bargaining system and the free agent market, but he's not restricted in his activity. Levy signed a restricted free agent for the second time in two days when he reached an agreement Saturday with Chicago Bears defensive end Israel Idonije.
