Steelers left tackle Max Starks (ankle) and nose tackle Casey Hampton (hamstring) did not practice for a third consecutive day and have been ruled out of Sunday's game at Tennessee. Quarterback Byron Leftwich, who injured his left knee in the final exhibition game Sept. 2, went through a full practice for the first time Friday and is listed as probable.
