I think this is a no question. They need to rebuild.Just a couple of years ago, they had a solid young core of Jermaine O'Neal, Jamaal Tinsley, Jonathon Bender, and Austin Croshere. The second half of those guys did not live up to expectations. They really need a healthy point guard and some shooters who aren't head cases. But I think the Pacers definitely need to start rebuilding and getting draft picks.
I wouldn't say a complete rebuild is on the cards. They are playing above .500 ball. IMO they are one or 2 peices off really contending. J.Oneal is still performing great...actually maybe better than he has in past. They will make the playoffs and could act as a spoiler there. The real question is who do they move to rise the extra level or two to become contenders.
