They "decoded" letters huh. For all we know they created their own code to make it seem like there was evidence Rackstraw is Cooper. I have scene documentary about Rackstraw being Cooper. I am not convinced.

The chute most likely didn't open he was killed by the sheer drop, while the 200k and gear weight him down the the bottom of the Lake Merwin.
