He's trying to spin a technicality as a win, and that it shows he's free of any wrong doing or knowledge of wrong doing. Or if you're a fox news viewer, "it's a witch hunt"

Saying the president can't be indicted is a bit like saying "you'll never catch me, coppers!" It's not exactly a declaration of innocence. barfo
It's an admission by Mueller that he's overstepped his authority and wasted over $10,000,000 in a blatant politically-motivated smear of the POTUS. Treason, some would say. A coup attempt, or cover for a past coup.
No one knows what Mueller has found, if anything. So how would you know if he overstepped his authority? And what exactly, is treasonous about this investigation? Did you think Ken Starr was treasonous? And given that he's a Republican, appointed by a Republican, I also fail to see how his investigation can be said to be politically motivated. But, that said, one person in this mess is indeed politically motivated to say what he is saying. But it sure ain't the ex-Marine, ex-head of the FBI, Republican, Silent Sam Robert Mueller.
What's funny is that part of Mueller's mandate could be to investigate the FBI and/or Clinton's campaign. Russia, Saudi Arabia, Kuwait, Qatar, all could have aided Hillary too. Seeing Trump and his fanboys jump to conclusions about the investigation and try to shut it down is very telling.
