Its a tactic, but not a scare tactic. They are trying to say that Osama and other terrorists have been planning to attack the US way before a republican was in, '98, when a democrat(Clinton) was in office. They are trying to say that its the democrats blame along with republicans. BTW, democrats use these tactics also.

They arent trying to scare people into voting for republicans, they are just trying to show that it isnt all on Bush(republican) about the terror attacks, they are trying to show that the terrorists were planning this attack when Bill Clinton(democrat) was in office, making it his blame
