Even, if Raptors supposily bomb this season or even if Toronto doesn't make playoffs even if they try, I don't think Stern would give Toronto the #1 overall draft pick. He invented the rule that no expansion draft team could get the #1 because Toronto had the #1 overall in 96 during that expansion year.
