How two people can shut down the government

I love Mr Smith Goes to Washington, but the filibuster is a joke.

Last time, when Gingrich thought this up as his latest dirty trick, it cost the Republicans the next election. They were expecting to win the House or Senate (I forgot) but were swamped in the other direction.

I didn't know that because before Gingrich, those events didn't make the news. Gingrich raised it to an art form, with threats preceding it for months. If you have a list, I'd be interested to learn retroactively.
