One thing to note is that it is a different dispensation, the Messiah had not come yet, they were given the Law to show them what they should and shouldn't do, and that God would judge them for their disobedient sinful acts. The implementation of judgement of the Law was through the nation of Israel. (Other times God used other forms of Judgement, like Sodom and Gomorrah - brimstone and fire, the world in Noah's time - the Flood, etc)

In doing this, you will heap burning coals on his head." 21Do not be overcome by evil, but overcome evil with good.</div>
