Exclusive Imply and infer have simply meanings, But...

    Both are only done by human beings, at least as far as I know. Therefore this is a huge problem for these same humans due to their complex character structure.
    Most people have less than well developed intuition and therefore are not strong on inferring at all or simple avoid doing so. So you must imply very directly for this people if you wish to communicate.

    About 25% will readily infer as tool in their participation in communications.

    For this crowed it gets even more complicated, as we must blend in the affects of other character types, feeling and logical thinking.

    If you are the F type, you primarily base decisions making and communication on feeling or the correct feeling.
    If you are the T type, then correct logic is your pivotal decision making input and what you prefer to communicate.

    Therefore we must understand clearly, you are responsible for what you imply, the receiver is responsible for what they infer. Pretty simple.

    Where we most often fail, is when the people of two systems of deduction attempt to communicate with one of the opposite deduction system. Expecting to lightly imply feeling, leaving it for the receiver to infer the correct intent, is complete folly when the receiver is predominately a logic receiver. They will infer the only logic deducible from the communication received. Most likely there is no communication or it ain't good.

    It works no better cross wired the other way.

    So, we must know who we are, and whom the receiver intended is, or be very direct. Any imply intended or not, must not leave anything to infer.

    When one does infer, it should be verified, is it logical, or is the feeling correct and logical. Else it should be rejected. Even then we still have miscommunications.
