Then you have no imagination. High density housing under the ground and office buildings, commercial buildings, and supermarkets above ground. You could have an entire city housed within a 5 mile radius.
We have enough room on earth. I can say we can build cities in the sea, but that doesn't mean its a turrible fucking idea. I'm sure people would love their views of dirt.

I say all the light skinned people upstairs and the dark skinned people underground. When the dark skin people start getting paler and the light skinned people tan more, they switch places.
Maybe people would spend more time out of their homes, moving around, and less time in front of the tv or computer
