    Not really. If you had a dedicated line, like an OC3, that would be normal.

    I have clear: $34 a month?

    Flash to Washington DC (231 miles away from that dslreports)
    Down: 1795 kb/sec
    Up: 570 kb/sec

    Java Test to San Francisco from N.E.P

    Down: 3953 kb/sec
    Up: 578 kb/sec

    OC3 would be MUCH faster then 4 up 4 down.

    T3 is worse then OC3, by the way. And 4 up 4 down is not abnormal for T3.
