It's not real; it's AT&T's marketing term for the 7.2Mbps network (normal 3G is 3.6Mbps). It's not real 4G (LTE, which is 27+Mbps). AT&T has been pressuring Apple to use this term for months, and it looks like Apple finally relented. AT&T are a bunch of babbling baboons. It's like they want us all to leave them for Verizon the second a real 4G iPhone comes along (this summer?).
