It appears arena football will return to Kansas City in 2011. Kansas City Brigade owner Chris Likens told The Star on Thursday that he has paid application and franchise fees to join the new 15-team incarnation of the Arena Football League. “We’ve reached a deal with the new Arena League,” said Likens, who would not disclose the amount of the fees. “We finished it all this week.” The new Arena Football League started competition in April, almost a year after the old league folded after 22 years and filed for bankruptcy. A handful of teams formed a new league, briefly named Arena Football One.
