where did you hear that?? I doubt that and plus it would probably be all over the internet. Does that mean that only 3 teams will be left out of the playoffs? No. i don' tthink tahts true.

No, it is not. The only thing different about this year's darft is that the Bobcats are guaranteed the 4th draft pick. The 13 teams that don't make the playoffs will be in the lottery like always.
