    Or the "Good Samaritan" talked the shooter into shooting up the mall so he could shoot the shooter and claim he's the hero.

    But wait... you might ask,
    You see, he wasn't expected to do it. But he also wasn't prevented from doing it (aside from the malls own gun free rule which, had the Good Samaritan followed, would have likely resulted in far greater loss of life).
