The bigger issue is that this now gives them seventeen players on their active roster. Are you allowed to add new players to the team if one of your old players is on the IL? I thought you could have no more than 15 players on the roster, even if they were all injured, but maybe there's an exception nowadays. Either that, or players like Joel Anthony and Marcus Slaughter should be preparing to be cut in a few weeks.
Voodoo, I believe the Heat have already signed Marcus Slaughter to a guarenteed contract, but I'm not 100% sure. Anyways, Penny Hardaway and Devin Green will most likely just be camp invites. I don't think the Heat have signed them to a guarenteed contract

I guess it'd be more logical that they'd cut Devin Green, but then why is this even news? It sounds like they're just going to use him as a practice dummy in training camp and then throw him away before the season rolls around. This has the connotations of a more important signing than that though. Usually acquisitions like that don't get their own articles on nba.com. On a sidenote, I don't get why the Heat are so enamored with D-League talent. Odds are, if you weren't drafted, even if you weren't even on any team's draft radar, there'll be a place for you with the Heat. Just look at Earl Barron, Robert Hite, Daniel Horton, Chris Quinn, and Vincent Grier. This year it's Joel Anthony, Jeremy Richardson, Marcus Slaughter, and Devin Green. None of those players belong in the NBA. If the Heat were just better at making small time moves, they'd be a title contender next season, but instead of signing Brevin Knight, they signed Smush Parker. Instead of signing Alexander Johnson, they signed Joel Anthony. Instead of resigning one of their wings, they signed Marcus Slaughter. I wonder who's behind all of these transactions.

Utah does it every year, bring in trash guys, then cut a few of them. D-Wade is out for the first month or two of the season, so maybe they're looking to fill in his void for awhile.
