The report from Mitchell’s 20-month probe of steroid use in baseball could be released as early as Thursday. The big news is likely to be additional names.</p> “I think the report will conclude that owners and Selig were not doing anything particularly reprehensible,” ex-commissioner Fay Vincent said yesterday. “They didn’t know enough. There may have been benign neglect, but nothing more than that.”</p> Kansas City outfielder Jose Guillen and Baltimore right fielder Jay Gibbons were suspended last week for the first 15 days of next season. Guillen appealed.</p> Retired first baseman David Segui admitted he used steroids and purchased shipments from ex-New York Mets clubhouse attendant Kirk Radomski, who pleaded guilty to charges and cooperated with Mitchell, Baltimore’s The Sun reported on its Web site.</p> Eric Gagne and the Milwaukee Brewers finalized a $10 million, one-year deal. The reliever, who finished last season with the Red Sox, can earn an additional $1 million in performance bonuses.</p> The Washington Nationals and catcher Paul Lo Duca agreed to a one-year deal pending a physical, according to several reports. The four-time All-Star played for the New York Mets the past two seasons.</p> Randy Wolf, a left-hander coming off September shoulder surgery, and the San Diego Padres finalized a one-year deal that tops out at $9 million if he reaches all his incentives.</p> Oakland minor league catcher Raul Padron was suspended 50 games after testing positive for a performance-enhancing substance.</p> </div></p>
