The extra "and" doesn't bother me. Nor does "nucular." But the second sounds sillier to me, because the first one is a rather arbitrary rule while the second is a mispronunciation. Of course, if it becomes a "popular" mispronunciation, then it'll become a proper pronunciation. Language is living and changing.
I don't mind it a bit because I've always had a hard time remembering numbers. The extra "and" is just a verbal pause that gives my brain a second to internalize the data, I guess.

people who say "I graduated college in 85" instead of saying "I graduated FROM college in 85". However, if they say "I graduated college in 86", it's perfectly fine.
