That's a trick question. Government-provided healthcare will not be mandatory, so the far majority of people will not be affected by it. For many of those that do subscribe to government-provided health care, the alternative would be no health care at all, so I guess in that sense it "increases" the time, because the surgery otherwise would not be performed at all.
