Johnson, Associate Director of Research for the Public Policy Institute of California, a nonprofit group whose purpose is to inform on policy issues in the state, although the state does have a high number of residents without hs diplomas, it is 12th of 50 states in residents with advanced degree, 31% of whom are immigrants. Also, among immigrants who arrived between 2005 and 2008, 36% had 4 year degrees compared with 33% who had not finished high school. So essentially what you are seeing are results skewed toward both ends of the educational spectrum. California is also 13th overall in percentage of residents with college degrees. But don't let any facts get in the way of bigotry.
Just take a look at the state and you know its completely fucked. You stick a bunch of non-english speaking illegals in schools, eventually its going to slow down the machine and put stresses on the system in multiple ways. Its not rocket science. The public school system ranks in the bottom consistently, either 49th or 50th, yet it has one of the highest average salaries. California ranks high in % of college degrees because unlike most states, it has 4 major metropolitan areas, the LA Area, the San Diego Area, the SF Bay Area and San Jose area (that is separate enough from the bay). Even throw OC in there. Most states have one...maybe two of these major cities, which do have a higher percentage of college grads than flyerovervilles. With this in mind and being 13th, IMO, its pretty sorry.
Are you talking about "immigrants" or "illegal immigrants". There's a world of difference. There's nothing like a wave of brilliant, highly-educated asians, indians and europeans who immigrate here legally versus mexicans who can swim across a river or run fast over mountains to "fix the curve" so to speak.
California always has booms and busts. There's a lot of wasteful administrative spending in the education department and a lot of illegal contract bidding. Someone working for the school district and ripping it off from the inside leads to a lot of damage and resources lost. For example Shit like this happens all the time.

The counter argument is it benefits the state to go bankrupt so they can renegotiate all the atrocious pension funds due. I'm not sure having the chance to hit the 'reset' button is all that bad.

They said if CA defaults those contracts they signed wouldn't be valid anymore. It would go into the bankruptcy process and at some point they'd have to renegotiate. You're right though it would be a legal mess.
What, are they going to just take away people's retirement/pensions they earned? There is no way to break those contracts as far as I'm concerned. The federal government would have to step in and infuse money into California before that would happen and then California would take down the rest of the United States with it IMO. It would make the debacle of Greece and the European Union look like a minor inconvenience. Its hard enough to overturn ballot measures in this state due to the bureaucracy. You put this poorly ran state versus the unions and they will get slaughtered.
