NFL commissioner Roger Goodell sent a five-point memo to each of the league's 32 teams Friday outlining the proper procedure for franchises considering a relocation to Los Angeles, according to multiple reports. In the five-point memo, the existence of which was first reported by the Los Angeles Times, Goodell said it was possible more than one franchise could relocate to Los Angeles and could do so as early as the 2013 season.
