The NFL salary system is weird. They probably have all the big contracts guaranteed in signing bonuses. Then that money doesn't count against the cap.
signing bonuses do count against the cap, but they are pro-rated over the life of the deal....if Manning gets $39 million(I think that was the bonus reported). but the deal is for 10 years, the signing bonus itself only counts for about $4million a year....
