Just recently, Pat Riley spoke of how the Heat is looking to get back below the dollar-for-dollar luxury tax, how it needs to dump salary. Yet if Milwaukee doesn't match the five-year, $18.3 million offer sheet to Charlie Bell, the Heat would go from $4 million over the tax to more than $7 million above. </p> The most obvious Plan B would be the unloading of the final year of Jason Williams' contract. Still, that would leave the Heat with Smush Parker and Bell as its top options at point guard (with the suddenly tenuous Chris Quinn in reserve). </p> Bell has been told he will get the opportunity to compete for playing time and doesn't seem willing to stand third-string behind Williams and Parker.
