    Depends on how you look at it.
    He is deserving of being impeached, yes.
    Impeaching him might cost house seats for the Democrats and it might even be a significant number, therefor, the question of should he be impeached becomes much more complicated.
    I'd be satisfied with letting him lose his re-election bid and indict him once he's no longer a sitting President.
