The Tigers now have six starters for five spots. According to multiple reports, they've signed 11-year veteran Brad Penny to a one-year contract.

The framework of the contract is that Penny will be given a base salary of $3 million, but could make another $3 million through incentives.

Adding him to the roster creates direct competition for arbitration-eligible Armando Galarraga, but also gives the Tigers insurance for any other spot in the rotation.

There's no guarantee, in other words, that Phil Coke will be as effective starting as he was in relief.

To sign Penny, however, the Tigers had to be confident that he was fully recovered from the shoulder strain that caused him to miss most of last season with St. Louis. He's a 32-year-old right-hander for whom Tigers general manager Dave Dombrowski once traded when Dombrowski was with the Florida Marlins.
