they've apparantly tried to redevelop this area in the past but everyone kept on embezzling apparantly. dunno, people are wondering if putting up coffee shops, retail and making a nice area is really appropriate at this juncture. people aren't spending, why pour in tons of cash to redevelop an area in the ghetto where people are probably going to have less money, be unemployed, etc?
