without going too much into classified or submarine geekdom, there are a couple of things at play. 1) While the Borey-Bulava combo has had problems, they're starting to figure it out (multiple test successes in a row). 2) Stockpile reduction to spur counter-proliferation has failed horribly in the last 30 years. 3) At some point, you start letting third parties think that WMD use is now an almost viable option 4) You also bring into account counterforce dilemmas, because you can't hit all of your counterforce ones.
Anyone with a lick of sense should realize ALL TSA screeners are sexual deviates. No one else would be caught dead doing such a sleazy, vile and perverse act over and over and over and over all day long five days a week. Seriously, these are sick and dangerous people who need to be removed from society. All 50,000 of them.
