No its not true. Winners of the trophy are invited back to defend it at the expense of the lowest placed in the league. This was introduced into the rules after so that they don't get a repeat of the Liverpool Everton argument. Before the UEFA rules actually got updated to qualify this the decision was left to the league concerned but it was stressed that they should be given the opportunity do defend the said trophy. Our FA bottled it and tried to pass the buck like the lily livered ponces they are.
