You can hit someone as long as you're partially touching the ear. While I agree that knee strikes and stomps to an opponent who's head is pinned to the ground is bad, I don't think kicks and knees to a crouching opponent, or someone up against the fence (for example, Cerrone vs. Varner) should be banned. Randy Couture taking a three-point stance to avoid knees and kicks to the head demonstrates the stupidity of that rule.
