Trying not to be cynical about this. The UFC is obviously doing the right thing but it took the downfall of one of their greatest heroes to make it happen. PED's in MMA are much more serious than in other sports. They won't be able to eliminate them entirely but they are trying to create a scenario where the risk is much greater than the reward, which hasn't been the case up until now. Even if the program doesn't catch a lot of cheaters the risk of being caught should be a strong deterrent.
