A restricted FA means the team that the player is on can match any offer other teams give him, and if they match the offer the player has no choice but to stay on the team. Also, in some cases the team cannot match an offer. For example if Phoenix offers Memo a huge contract, Detroit cannot match if it put them over the cap because Memo has only played with them for 2 years and Detroit does not own his Bird Rights.
Those guys are all restricted or those are all the free agents? I don't think Richie Frahm and Lonny Baxter are restricted FA's, neither Bobby Simmons, Matt Barnes, and a few others.
There are three main areas were RFA's generally come from each year: 1. Second round picks from two years before (2002). 2. First rounders from three years ago who haven't had their team options picked up (I don't think there is anyone significant from 2001 whose team hasn't picked up their option). 3. There's a bazillion places to get a good list. Both on the internet and off. I hate computers, so I generally prefer off, but basic contract information is hardly a secret. Just ask around and shoot out a few emails or phone calls and you can almost always find what you're looking for.
