Roy makes no sense because, while we can offer him a contract then, he is not a FA of any kind. So if Wheels said we would offer a FA a contract then, it can't be Roy

Offering Roy or Aldridge a contract before any free agents are offered contracts would be stupid, they aren't talking about that. Remember a few years ago when Juwan Howard tried to sign as a free agent with Miami, but then on a talk show, Alonzo Mourning stupidly let out he had already signed his contract extension days before and put Miami over the cap? Juwan Howard signing was nullified and NBA history was changed. A young Juwan Hoawrd and Alonzo Mourning would have been a mean combo. But order of operations nullified the whole deal.
They won't go over the cap. This year's salary is already locked in. Next year's is what is different.

You are correct. Which brings up the point that it would be hard to offer money to a FA when you don't know how much money you will have. I mean I am pretty sure they have an idea, but if it's to a player like Hedo, and the Blazers say they will give him 8 mil per season and the cap comes back so we only have 7 to give...... It's either Roy or some mid level type player like Bass.
Roy's 2009-10 salary is locked in at 3,910,816. That was the option the team extended him last year, which he signed. The 2010-11 qualifying offer requirement is 5,217,029. His cap hold will be right around 12M. If he agrees to an extension tomorrow, 2010-11 is what's affected, not this year's space.
