It makes no sense for the Blazers to not have offered MAX dollars to Parsons. A shade under is a serious offer, but not "all in."

Offer him the max, and say "you can play with Howard if you help us sign him, and we renegotiate down a touch before July 6th. If Howard doesn't come though, we'll give you the max."
I'd offer the max anyway. Secure him, then work on how to get Howard signed. Something like "Here's a MAX deal. Take it. If you're willing to help us get Howard and take less, we'll accommodate that."
Since all contracts are essentially signed at the same time, you can renegotiate as part of getting both to commit. There's so many contingencies that I'm sure Parsons's offer has three different number attached, one being the max.
