I believe "making $250K" means $250K net profits...i.e. after costs, like paying employees. Mind you, I'm not 100% certain on that, but I believe that's what I recall being reported about Obama's tax plan.
You are aware of how the lending industry, right? It's not like he'll just plunk down $250k for a business. And the rest of your post is way off base as well. Has anyone else ever been in a family that owned a small business? My Dad had over 20 employees and never brought home over $100k/year for himself. The ignorance is striking to me. How is Joe punished? If Joe can bring home 250K/yr, then yes he is punished. But Joe ain't bring home 250K/yr and his company isn't going to have net profits of over 250K . . . so what's Joe's complaint? Joe is stressed out on life, wants to buy a company he has no business running at a time banks aren't lending and needs to bitch about this to somebody. Joe has had his 15 minutes of fame, his time is done, now let's fix this country's problems.
He is punished because as his salary increases, he gets to take a smaller percentage of his money home. Who's to say he won't ever make $250k? The thing is, if he's being punished for making that much, why even try? Just become one with the masses of mediocre, in a socialist society where wages are the same, no one innovates and the means of production are controlled by the government.

When you have a redistribution of wealth, eventually the system will lead to something on that plane. It may not be immediate, but the speed as to how fast this country became socialist is frightening.
