These aren't really commandments - they're a list of well-know fallacies. They get covered in all Critical Thinking textbooks. One is logical ("does not follow from" = "is not logically implied by") the other is causal (just because it comes after doesn't mean it's caused by). Classic post hoc: "Buy my brilliant Tiger Repellent Spray and stay safe this Summer!" "But there aren't any Tigers round here..." "See how well it works!" Non sequiturs actually include a lot of the other logical fallacies, because a logical fallacy is committed when you claim something follows logically from something else when it doesn't. (Exception: begging the question is perfectly valid but still a fallacy. "I can prove that God exists because it says so in the Bible which is infallible because it is the written word of God")
