It's possible that the person who said so was lying, perhaps, but I don't think that should be the working assumption, leading to blasting the kid who was hit.
wtf does developmentally disabled even mean? mentally challenged/retarded? or does it mean he had trouble learning at school but was still a competent person? i hate pc language.

It's not PC language; it refers to a disability caused by abnormal development, rather than a disability caused by a circumstance during life (losing a leg in a car crash causes a disability, but it's not developmental). It's generally used for mental disabilities, though.
