Sadly the only way would be to completely destroy ISIS, which isn't done by simply dropping bombs. Sadly, I think the US government is happy with the instability of the Middle East, and their content to let ISIS grow. Why? Because a stronger force means a longer war which means more profit for the bank.

 

We need to infiltrate ISIS.. We need some KGB level spying going so we know what's going on within the faction day to day. Slowly but surely take them down from the inside.

 

That's impossible with the CIA and the spector of political intervention and congressional oversight. The reason why they KGB were so effective with plants and double agents like Kim Philby is they worked on a level of counterintelligence America couldn't fathom much less replicate. Somebody like James Angleton could be made useful now but wouldn't be allowed to due to bureaucratic incompetence and having to stay political transparent. You want to infiltrate a doomsday cult like ISIS you keep the puppet masters to a few key people. And the likelihood of infiltrating a doomsday cult like that at the highest level with its sheer fantasticm is unlikely any way. Americans have never been very effective at counterintelligence like the Russians are.
