Nobody's tax returns should ever be seen by anyone other than the IRS. That's the law in general and the IRS would have a hard time getting anyone to file if it were not the law. If there was a crime apparent in his tax returns, it would have been reported by the IRS and prosecuted long ago.

I'm not sure the IRS can prosecute a crime unless it involves criminal activity regarding incorrect reporting of taxable income. I know that drug criminals are not prosecuted by the IRS unless they don't report their illicit income.
