Cookie dough is no good after 12 years, Uranium however, is still potent and useable well past 12 years. Let's not forget that no centerfuge is required to make yellow-cake uranium a WMD, it already is. High explosive + yellow cake = dirty bomb aka a Weapon of Mass Destruction.
