There have been many problems with this contract. The French company initially said they could do it for $50 billion, but it blew out to $90 billion. They were supposed to hire a 90% Australian workforce, but then reduced it to 60%. The French, and Australian staff had very different work ethics. The French were well aware of all of these issues, yet they remained unresolved. If the French want to be angry at someone, they should look in the mirror. It's 368b AUD, so maybe not as much as you're picturing, but yes it's a very substantial amount. Australia's current defence spending is 2.11% of our GDP, the AUKUS subs spending (spread over the 40 or so years it will take to implement the project) represents 0.15% of our GDP.
